I thought the main message of the game was that the government and politics makes immigration and travel a total hassle, taking away people's valuable time and money in the process of certifying documentation that the next day may be changed and considered obsolete. Worse, they encourage you to arrest people or side with terrorists so you can earn more money because you can't afford to pay your family's rent and food.

Immigration and the border have basically nothing to do with the message of Papers, Please. It's just the framing device used to show you that:
A. You're living in a cruel shithole of a Communist state, where not even government employees in relatively critical positions can have a quality of life above poverty
B. You're in an Eastern Bloc situation, surrounded by other communist shitholes, some of which are slightly better off, and some which are much worse.
C. Political upheaval is happening everywhere, including in Arstotzka.
It's essentially a fictionalized version of the last days of the Soviet Union, rearranging deck chairs on the Titanic and trying to patch problems with the whole system as they rear their heads one by one, by getting even more bureaucratic and paranoid.

And before you try to say that the player isn't living in poverty conditions. You can only barely afford to keep one household in working order, and that's with at least TWO other people also working jobs.

Anon, the lottery is there because no one is WILLING to work the border, because it's that dangerous, strict and unlivable. They SHOULD be giving their immigration and customs officers better accommodations and wages, but they don't because they can't. They're so incompetent there aren't enough resources to make doing something that's critically important to the country something their own desperate people are even willing to do.

The war with Kolechia is a direct parallel to the Soviet War in Afghanistan. Papers Please is about the fucking Soviet Union, just with fictionalized countries to accommodate the gameplay, and remove the burden of being expected to be historically accurate, or considerate of all the people groups involved.
