Every Grand Theft Auto game starting from 3 has political and cultural satire. You were just younger and therefore it went over your head. This was based in 90s California so there was less room to put in a plot that resembled modern politics.

SA was a huge leap from VC. Three cities, two rural areas, RPG mechanics like working out to get stronger and run faster, more weapons, planes, a fuck ton more side content, dressing up, you can learn fight styles to make the unarmed combat more engaging.

Idk, I tried going back to it and dropped it less than an hour in. I can play and enjoy tons of NES, SNES, PS1, PS2 games, but San Andreas has just aged extremely poorly for a PS2 game. I'd rather just play GTA IV

Currently playing it on PC, game is pure fun. There's still a couple of shitty missions but nothing compared to IV or V.
Also I didn't pay attention to the voice acting when I was a kid but it is 10/10.
