As far gen 1 goes
Cut is a shitty move and unfortunately mandatory.
Fly is good and useful, plus not even mandatory.
Dig is as powerful as EQ, also not mandatory but the fact you can get somewhat early makes it a great addition.
Surf is the same class as tbolt, ice beam, flamethrower, you would want to teach it to a water type either way or to anyone who needs a coverage option.
Strength is usable, only issue is that Body Slam is just so much better than any other Normal move.
No point in Flash really, technically not mandatory at least.
