They did the same with Zandalari because the devs and most of the players know that WoW lore is shit and doesn't matter. Plus, it's far more important for the race to look cool and unique, instead of just giving people a palette swapped troll for the sake of lore accuracy.

using orc models and animations for a troll variant is certainly a choice......

Warcraft has been nothing but different flavors of elves (who all have the cultural values of modern day liberal cosmopolitan social media) and Pixar furries affirming each other's trauma and doing that autistic performative cuteness thing for like a decade at this point.
