Never played magic in any Souls game except ER, I guess it's comparable? Two scaling stats for spells, half of spells are only situationally useful and the other half is good, a magic build is viable.
The big difference in this game is that you don't have mana or any finite resource to cast spells, you cast them by using charges you get by dodging or weapon-dependent mechanics.

Some enemies drop sets, but I think all of them have some item that you give to an NPC that allows you to just buy it.
