In terms of writing, it probably would've been better to roll together Lulu and Wakka into a single character. And you could probably get rid of Kimahri altogether, since he's basically just a cardboard cutout. But Final Fantasy has always had this issue where at least half the cast is mostly just along for the ride outside of their designated minute in the spotlight because really they're mostly there for the mechanical purpose of filling out the party roster.
