Babies instinctively suck on everything they see to determine if it is something edible or not because it's the only somewhat developed sense they have. At that age they are too weak to use their hands for complex tasks and their knowledge isn't deep enough to understand what they see, smell and hear. All they can do is put things in their mouth and classify them as "can eat this" and "can't eat this".
