It depends. Basically you can get through any game even RPGs if you don't care about the story or read a basic script translation on gamefaqs. Just translate the menus with machine translation. If you do care about story then yeah learn Japanese.

I have encountered zero translations that were a passable representation of the original game in the field of J>E. The same also goes for E>J.

I have encountered ONE entertaining localisation that I consider worth playing as a companion piece to the original game, and that's the first MGS.

There are some really bad "translations" that are basically fanfiction and there are some really good ones that almost match the original. If you want to learn Japanese then the best way to do it is Anki + playing videogames, reading VNs and manga, and watching anime. You should at least give learning kana and some basic grammar a shot if you're unsure about fully committing.

No, because the games that are translated are not translated. They are localized. Aka they are rewritten.
Once you start learning japanese you actually start noticing how much inane shit gets changed. Like "omiyage" changed into "take this".
In the better translations at best it just changes the tone of a character a bit, at worst it rewrites the character.

the question is a bit of a paradox. here's why:
in order to reach a natural level of fluency to be able to fully understand the scripts of a game. (meaning not just the words and sentences themselves but all the subtle nuances inbetween the lines)
one must do more than study a language. it's a long journey that requires you to become part of Japanese culture yourself.
and once you have attained this level of fluency, regardless of the initial question, you will be using the language for so much more.
