It's just a really shitty underdeveloped country. China is perfectly fine and functional but India is a legit dump. Vidya is a risky business with high upfront costs before you see any income whatsoever. Meanwhile, there's a shitloads more niches to invest in in India because everything is so lacking. That pretty much leaves you with just one man indies trying to get some foreign dollars after hours and in jeetland all that output ends up in the mobile market and youtube videos for children.

What do you mean "Even China"? The Chinese make basically everything. India isn't a production powerhouse and especially doesn't have the culture for developing video games.
