America's legacy was more in the PC scene which a lot of people mentally don't connect to the console scene much. The entire JRPG genre was basically built off of early western rpg's on old PC's. Everything Will Wright was doing was pretty influential too along with John Carmack's crew shaping the FPS genre. There's just less iconic mascots to point to with it because western devs didn't see the marketing potential in building up familiar characters to sell their games with like Japanese devs did.

Consistent appearances and being an underdog. They could have added Crash Bandicoot, or Lara Croft or even Link but they added him instead. Sort of a 'bone' if you would but even then, he fits right in with the other five.
