It's really a bizarrely-paced game. All the way to the end it'll zig-zag wildly between action setpieces, exploration, police investigations, narrative-heavy sidequests, and stealth sections. I'd say it gets good once you get your second pokemon and can start doing switch combos and cooler things with the chain, but there's no getting around the fact it'll occasionally ask you to pixel hunt for a half-hour while you trudge through a bad episode of CSI.

That's pretty much it.
It's more about constantly switching pokemon for different abilities, or controlling their position and yours for range, aggro control, or doubling up.
The game's superboss asks you to switch constantly and it's extremely fun.
But you do have to bear with the game as it warms up.

It's genuinely a really great game.
There are slow investigative segments because you play as a cop, and one of the zones you go back to several times is extremely garishly red. And the story is maybe a bit cheesy.
But the music is wicked and the gameplay is solid, it's perfectly anime while being grounded to some degree.
I will unironically say the final fight of this game is the literal best gameplay experience I've ever had from any video game. It's fun as all fuck. You can also cheese the shit out of it if it's too hard for you.
And it's got an enemy dex that feels great to 100%. I fucking love this game.

You wrap people to trap them and then you can catch charging enemies and slingshot them away and execute a follow-up attack. There are a couple special abilities that also use the chain. So Beast Legion can electrify the chain (which is actually awesome) and Sword Legion gets this bouncing projectile that travels up and down the chain (which is not awesome).

It really isn't, there's no motion controls or anything. It doesn't even go as far as Bayonetta Origins: the right stick controls the camera by default, not the Legion.
But out of any of the puppet characters in any action game, Astral Chain's by far the best.

A lot of what the anon says is true, but the actual core combat is very weak compared even to other Platinum games if/when you get tired of the core gimmicks of ensnaring with the chain and snapping to your Legion. Your weapons don't offer much, each Legion has a small set of tools limited by skill slots and skill trees and equippables, enemies often don't flinch and just have damage numbers fly out of them, multiple just plain annoying enemy types that require certain Legion gimmicks to get rid of (like needing to real-time Zandatsu with Blade to sever the link between the buff/shield enemy), the ranking system is fucked, and the game ran at 30FPS with drops even in the garish black & red zones meant to lighten the load. The boss fights average very good and the music/aesthetic is great too, plus the investigation & beat cop stuff you can do on the side is enjoyable. It's just a lot of nice set dressing on a really shaky, shallow action game.
