It would be nice, but the way margins are running as it is, the food service industries would collapse in a year. The prices go up any more and 90% of restaurant customers can't afford it. It's already a massive problem with restaurants coming up with insulting gimmicks to retain customers after they already lowered the quality to rock bottom to pinch pennies. If you're a waiter at a busy restaurant you make mad money, but regular guys that deliver pizza depend on those tips to actually pay rent. If you can't afford to tip you can't afford to eat out.
