Brawl MK was worse in the sense that the gap between him and other characters was bigger. Steve is worse in the sense that you’re incentivized to not engage with your opponent. You sit behind a wall and mine materials and then punish the opponent with ridiculously easy 50-60% combos when they try to get over/around/through your wall.
MK was just an unfairly good character. Much of Steve’s kit is too good in really retarded ways. Minecart, his side B, alone is so goddamn retarded. It’s an absurdly strong kill move with high priority and also a command grab that continues to be active for an insanely long time and can’t be mashed out of, so if you get stuck and Steve is anywhere near you, you’re just dead.
But the worst thing about him is just that he makes the game unfun for everyone involved. Unfun to play as, against, or watch. That’s the real problem with most of the top tiers in ultimate. And being unfun to play against is, unfortunately, a strength.
