It preloads all the data so that all is needed is a DRM verification on the second it is available for retail that you can play it instantly, without then having to DL and wait hours or whatever depending on how fast your internet.
afaik steam doesnt do this any more.
iirc I predownloaded rome 2 total war and it then verified with a small download but I expect people started ripping the data and getting day zero pirated copies out so steam stopped allowing it.
Been a long time ago so I may be mis-remembering predownloading that game though. its the first game I prepurchased and only game I ever will on PC (game was a fucking mess on launch)
Predownload is comfy on console when a game releases at say 12 at noght and you are a NEET, can play it instantly.
