The names say it all: portrait vs. landscape.
4:3 is more suitable for portraying people (think visual novels). 16:9 is more suitable for landscapes.
Some filmmakers use 4:3 for their films when they are low-budget and focused on just showing the actors.
There's a reason why visual novels try so many strange angles these days...
