The overwhelming majority of Digimon media outside of the anime has evolution be either permanent and only undone by Digimon dying and reincarnating into an egg, or as an easily reversible but persistent thing. In most games they stay evolved, unlike the anime. In all the Tamagotchi-based ones, evolution is an age-based thing, and depending on how it was raised, it will evolve into different digimon. In the JRPGs you can do a thing to make them devolve, but it's not automatic.

Dusk-chan's sidequest is basically the only acknowledgement that the older games exist and I don't see anything in Time Stranger that shows they're doing something different this time, despite the fact that it's specifically about time again.

Nah, World DS (the first one) up to Lost Evolution is all set in the same story and world. The main stories are standalone tales, but the world itself changes from the previous events. You can even find consistent side NPCs throughout the games, and previous characters can be fought in Tamer matches.
