In BotW/TotK I just don't get it. Monsters are just pests who will bonk you on the noggin' and then scurry away. Everybody in Hyrule is friends because they just are I guess. There's no context for anything.

Why not?
11th century England for instance, was made up of like half a dozen plus smaller kingdoms with their own kings. That just so happened to answer to the actual king of England.

Things like this used to be kind of common.
Or well. Even if the world has largely moved away from monarchies. Even modern day nation states like the US kind of functions like this still. With all of its state sovereignty and state governor that still answer to the federal government.
