Not him, but act 3 feels more like they were running out of budget or energy to continue the game. Act 1 has the most interactions because it's primarily where EA was done, so there was a shitload of ideas flowing in from players. Act 2 is the most "epic" (...when things finally kick into the big castle raid), because it focuses on one big singular enemy, but fails at all the side content and interactions act 1 had. Your party memberss barely chime in for act 2. Act 3 is where the burnout for players is because there's no real direction. It's jsut a big city map and you're told to explore until you get Gortash and Orin telling you to kill the other for them.
There's also the fact that back in EA, we knew they had a bunch of other ideas planned that they even told us they were going to do, that ultimately never ended up being in the game's release. There was supposed to be a bard party member. We know that from both datamining and because the devs themselves told us we couldn't have Alfira join us (heavily requested) because they already had a bard planned. There was also two other class party members planned, but I don't recall the details. Halsin was a rushed party member because he was never intended to be one. Players kept begging for it, so they added him. This is why he has little content and spends most of the game afk in your camp. Wyll's entire story was rewritten (Mizora got shafted) because players complained he was the least interesting, despite EA only giving us Act 1 content, so we weren't even far enough to see where it would go. Karlach got half rewrites because people kept bitching over how mean/evil the party was back in early EA, so her entire personality got changed to be a 'heckin' cute cinnamon roll', when her original EA introduction gave her more edge and trust issues. A lot of stuff pointed to them either running out of budget, time, or just spirit.
