Most studios genuinely didn't have the kind of artist who whips up cover art on their payroll. Boxart designs is different than the texture/model graphic artists. The publisher usually outsourced marketing material like that to other companies, and of course that means that multiple studios tended to use the same contracted artists to make their boxes and covers. So it looks like a template design because that's what it ended up being. Some lazy retard who gets money for doing the same shit over and over just asks you, "Yo, who's the main dude?" and then slaps him doing the same shitty pose as everyone else.
