It's in the "open cities" or something mod where Arthmoor put the cities in the main map of Skyrim and remove the loading screen. He randomly put the oblivion gates in one update for "lore reasons" then another modder modded his mod to remove them, and Arthmoor did some shenanigans to shut down other modders from modding his mod.
At least that's what the rabbit hole man said in his video and now I'm paraphrasing.

The reason people are talking about this autist now is because some YouTuber made a video about it. Look at the part in the vid where he shows long the changelog ALONE is: https://youtu.be/q6OqJOSmDrY?t=4517 (keep in mind how they move the scrolling video to the bottom left and it keeps going)

It wasn't just Archmoor creating a mod on his own. It was a whole team of people working on this thing around the clock for over a decade (almost decade and a half at this point). It'd be extremely difficult for a whole team to try to put out a version of the Unofficial Patch with only bug fixes let alone a "single soul". And the real kicker is even if they did somehow manage it, Archmoor would try to get them banned off Nexus, DMCA'd, pretty much anything he could to make sure that version of the mod never saw the light of day.
