The term remake and remaster are almost entirely marketing terms to begin with and are taken from the days when you genuinely would be making analog media from an master copy.
All of the finalized design work for aesthetics, design and gameplay has been done. For a 1:1 remake all of the models and textures are also usually available just from dumping game assets, if they're lucky enough to have source code, then they also don't have to code entirely from scratch.
The massive volume of skilled labor and management that has been preemptively accomplished can't be understated and the relatively lower quality programming and artistry that goes into making a derivative of that is nothing by comparison.
I wouldn't necessarily state that this is free labor, but the amount of effort and budget that goes into it is a fraction of a fraction of what would have gone into the original game and you couldn't possibly justify a 70$ asking price.
If they don't like that value proposition, then just leave it to fan passion projects like AM2R.
