How did developers forget how to do post-processing effects after the PS2 era?

The PS2 had extremely advanced post-processing effects compared to everyone else, iirc it had a completely seperate chip that handled them. I know a lot of devs talked about how hard it was to make PS2 games because you basically had to re-learn how to do 3D visuals with "layers" of post-processsing. It's why PS2 exclusives would often look great but multiplatform games and PS2 ports would look like shit. The original Bluepoint version of the MGS HD collection was missing a bunch of effects due to this

PBR isn't flexible, it allows you to render realistic graphics, but it requires some out-of-the-box tricks to achieve some cinematic scenes, sometimes by emulating real equipment or by some insane hackery. People who just get some standard materials from substance database can't make it.

I can literally recreate this image in Garrys Mod.

Konami just doesn't give a shit anymore. Silent Hill 2 remake was god awful and badly ripped off Resident Evil 4 Remake.
