PS2 was just such a mainstream hit that western market started seeming more appealing. Add to that Wii being bigger hit among mainstream than PS3 and it's why Sony just focuses on mainstream western audience. Meanwhile Nintendo just does Nintendo things and all kinds of people buy their games, especially in Japan.
