The CPU/GPU doesn't really look more capable than what the Steam Deck has.
It's cool that it'll run a trimmed down version of Windows optimized for handhelds. Must be cool to have games just work out of the box and not require tinkering.

Still, I see no reason to upgrade. Though, if that special version of Windows actually performs better and requires much less memory and a steam deck compatible image gets released, I might try that.

It's a regular computer that runs Windows. So it can only run games that have been ported to Windows.
Furthermore, you can only download games from the Xbox store that you bought on the Xbox if those games have opted in to allow you to also download the Windows version if you bought the Xbox version.
Otherwise, you'll have to buy them again, possibly from a different store if the Windows version exists, but isn't available on the MS Store.

MS doesn't give a shit about console users anymore. They are after the prebuilt PC audience. They hope to create slightly cheaper than the usual PC builds with an Xbox category stamp. Like what Steam does with Deck verified. They will try to get develoeprs to ship games with "Xbox" profiles for their two or three SKUs. They bet normalfags will buy these out of simplicity.
These prebuilts will price out 90% of the current Xbox userbase of course (just like the Ally X) but as I said MS doesn't care.

Microsoft doesn't want to spend energy on hardware anymore. They rather get third parties, give them a pile of money and put an Xbox stamp on their stuff. Just like with the studios and games they bought. Xbox is essentially their gaming brand, similar to ROG or TUF and such. Xbox will mean nothing but a Microsoft gaming device/game.
