Later in Season 1 you find out that Lucy's dad is Vault tec glowie agent of Chaos who nuked the NCR because they were getting too close to stabilizing into a functional society. New Vegas in House's ending is basically the same thing where house turns vegas into one of the most prosperous communities in post war era. New Vegas in the show probably suffered or is suffering the same type of glowie attack.

I tried it once a decade ago because of all the hype and I didn't really like it. This was after me playing Fallout 3 and not really liking it, which was after me playing Fallout 1 and really liking it. I started another playthrough and I'm about 10 hours in, still don't really like it. I tried making my own way to the strip instead of following the story like I did last time and while it was fun there still isn't much to it.

I just don't really understand open world games.

The Enclave's physical HQ and leadership were all blown up on their oil rig, and the Enclave's military outposts on the West Coast which remained were scattered and headless. The Enclave coming back makes almost as much sense as the Khans taking over NCR or somehow, The Boomers now control Nevada.
