No, GTA V is not a retro game. Hell, not even IV is. Neither are the PS3/Xbox 360 CoD games. Or Tomb Raider. Or TLOU.

I think retro is more about the difference in technology. 360 isn't retro because it has

The types of games and their level of sophistication counts to, but the way you use the 360 console is identical to how you use a current bleeding edge console. Obviously this categorization gets fuzzy with PC and handhelds, but you get the idea.
