Velma wasn't really a "reboot". It really was entirely 100% intentional outrage bait because it was designed as a parody from the ground up. It just also wasn't funny. Although I think it was a mistake from the beginning.
Parodies work better with properties that people no longer actively enjoy and culture has mostly forgotten. Examples include Harvey Birdman and Space Ghost: almost no one gave a shit about those superheros any more, and so no one got angry that they were being used in silly Adult Swim shows. Parodies like Teen Titans GO get a mixed reception because they might be funny, but a lot of people still exist that will be mad about the "abuse" of something they like. This is also why TTGO toes the line between being a full parody and an actual serious superhero show (leaning heavily towards parody though). When you have something like Velma that just goes all-in on parody with something that is widely beloved, it's going to have to be funny as hell to stick the landing. And it simply wasn't.
