Was there a crossing for bikes there? If no, then the guy on the e-bike would have been at fault. Yes, even if there was a pedestrian crossing he would have been at fault as long as he did not get off the bike and walk it across. As the turning driver, you will always share some of the fault (unless you were rammed from behind which pushed you through the intersection).
The question is whether the biker also shares some of the fault or not. If they were bombing through the intersection at 30 mph at night with no lights you could argue they were riding dangerously and is partially at fault.

I work at a trucking terminal and any of the truck drivers who arrive that aren't white or black are either Indians who don't know how to drive for shit, or Mexicans who barely speak (or don't at all) English. You can literally look at them once and tell they're illegals. I don't know how it works in America, but in Europe, the insurance company of the person who caused the offense would have to pay for the damages (unless you have the type of insurance that covers it anyway, but that's not the basic package). If they don't have insurance, your best bet is to sue them to get them to pay up.

This is the solution. It makes interchanges like this way smoother because you get "free" left turns AND right turns (don't have to cross oncoming traffic when turning). Helps with reducing accidents.

It has two large roundabouts, the outer clockwise loop and the inner widdershins. The five small roundabouts are how you transfer between the inner and outer loops. The inner circle is so if you want to go in a counterclockwise direction, you don't need to go all the way around the outer loop. I think it has low accidents because of how slowly everyone drives in the circle.
