that depends on how you define woke. i define woke as preachy and performative virtue-signaling for socially progressive causes. the game isn't woke then. but disco elysium is a leftist game by leftists who hate other leftists and their ineffectiveness. it also shits on capitalists and fascists. most of all though, it really fucking shits on centrists.
the game is proudly political as the central plot and hooks hinge on the politics of the world, as do many sidequests, but the true narrative of the game still revolves around the amnesiac main character.
