lore wise Digimon evolutions are just randomized, every mon can technically evolve into anything, depends on stats, how it was raised, locations ect
that said, some Digimons have a tendency to evolve into specific lines
in pokemon terms, imagine the evolutions being like in a Randomizer game for each stage (Pokemon Kaizo for example), a Charmander evolving into an Onyx and becoming a Lapras for example
but some mons have tendencies
like let's say Charmander into a Lampent into Volcarona (fire type)
or Charmander into Dragonair into Sceptile (Dragon egg group line)
or Charmander into Charmeleon into Charizard (canon/anime style line)
long story short, anything can become anything technically
