GM or Godot for 2D, Unity for 3D. All the tutorials you will find on Danmaku are peak retarded by the way. To handle bullets you use particle systems, not objects. You also need an Instance Pooling system or you won't be able to create patterns with more than 100 bullets before performance tanks

I know this is normally a meme but for something like a shmup you should really really just do your own thing with a library rather than using an engine. They need optimizations in the right places and an engine will be loaded with bloat that does nothing for your game

If you're making bullet hell, using a premade engine is a bad idea. Good bullet hells have slowdown in dense patterns as a result of them intentionally running at the limit of arcade hardware (then the developer has to match that slowdown exactly on a port or it either becomes impossible or the strategies change).

It's not really that hard, with a library you'll have input and "draw this graphic at this coordinate onscreen" commands and all that. You just build a game loop that updates every object by one frame worth of time and then draws everything.

Ignore him. Use Godot. It's never that simple. UI is difficult, but Godot makes it very easy. There are a lot of small things that will come up that will make you wish you just used an engine. It also makes it much easier to debug and port to other platforms like mobile. Start here: https://docs.godotengine.org/en/stable/getting_started/first_2d_game/

Go over all the tutorials on there and consult the docs if you ever forget something. Also, download ChatGPT and ask it for coding help once you figure out the basics. IT can be very helpful.

Doing things from the ground up from a "low level" stand point will make you learn more about how programming, computers and games work rather than if you use an engine that is extremely prepackaged and does everything for you, so doing shit in C is a good place to start actually

Look into using SFML.
They've got built in functions to load in textures, draw them to the screen, take input, keep time, and play sounds.
I've heard good things about PyGame if you already know python. It's not going to require a lot of processing power, so you'll be fine using a slow language like that.
A Shmup is one of the simplest types of games to develop. All you need for a basic one is a way to display a player sprite at set coordinates, display bullets and enemies on the screen, and detect when the player or enemy overlaps with a bullet.

Just download Raylib, create circles or boxes, make them movable with the arrow keys, add collision logic with other circles or boxes that act as bullets, and implement logic to spawn and spread bullets into more beautiful patterns. Implement your game loop logic and that’s it

Doesn't matter because your first attempt won't be even close to what you've envisioned. You should begin experimenting with Unity or Godot or whatever and make dozens of shitty versions of the game first. Then either keep refining them, or make your own game engine if you're really dedicated.

Every engine renders flat quads in orthographic projection for 2D, because that's what GPUs can do fast. Nobody in 21st century blits. What Godot has is 2D logic, not rendering.
