But yeah, the blame lies with Rocksteady too, the image I got from all the reporting is that Rocksteady execs just got greedy and wanted to spin the GAAS roulette. It is not like WB forced them to take over the Suicide Squad game, but I am pretty sure WB mandated them to be film accurate to the point of adding a retconned "real" black Deadshot despite the Arkhamverse Deadshot being white.

A lot of the core members left Rocksteady after Arkham Knight. They considered the series finished. And it was WB who pushed what was left to make a totally different product to cash in on the GAAS trend, years too late. Just like they did with Shadow of War, making it a shittier game than it should have been to accommodate the monetization scheme they wanted.
