Do they? I've not played the multiplayer myself because I'm not NEARLY good enough at RTS games to face other people, but I did used to watch a youtuber who would play competitive matches, and there was a decent amount of Yrui in them (though I believe the mod used to make the game run on modern OS's also included balance tweaks for online play, so that might be why)
Yuri seems to be very annoying, and if left unchecked can spiral out of control (especially with the cloning lab + genetic mutator + grinder being a setup for literally infinite profit without relying on ore reserves on the map), but the trick seems to b just to shut him down quite early to make sure he struggles to get to the necessary tech level for his strongest stuff, you don't have to eliminate him from the match right away, but constantly harry him to use up his resources, that way he will struggle to have the funds to upgrade to higher tech levels and use some of the more dangerous units
