DE don't have much to lose. They aren't an empire, they control one (admittedly enormous) city that is pretty much untouchable due to being tucked away in the Webway, and they only appear as raiders.

They're fun, ridiculously over the top. They should definitely be used more since they're the best Space Pirates in the setting. I guess the problem is that unlike the Orcs or Nids they don't enjoy straight on fights and they have better tech than Golden Age humanity in their closets so it's hard to find a narrative reason to make them an enemy.

Yeah, the only deldar story is "someone falls for the world most obvious feint, all civilians stolen, no actual fighting really even occurs". That or them just being dickheads to each other.
It'd be nice for someone to just beat a bunch of them to death already. Or put landmines inside their own civilians.
