Isn't the very first "loading screen cutscene" in that game news reporters pointing out that the crime statistics of Night City were always extremely high despite the city reporting the opposite?

also the op is just objectively wrong about pacifica. it was literally abandoned by the NCPD because of the unification war and only then did the gangs move in. and the voodoo boys didn't control all of pacifica. kurt hanson controlled the other half of pacifica and also recruited gangsters and criminals for his militia. both the voodoo boys and barghest fought against NCPD and night city forces that were trying to reclaim pacifica.

OP Here. "The other half of pacifica" is not even a part of NUSA, so it doesn't count. And the thing about Lucius Rhyne declaring Pacifica as independent district is directly from Jefferson Peralez. And, Pacifica was still included as a part of Night City until Lucius Rhyne said otherwise, even through all the unification war and badges and gangoons fighting, for legal statistics and shit.
