Could a Superman video game work a la the Batman Arkham series? How would you design the combat system?

I think it might be neat to play a game with a GTA style open world.
I guess the idea for a plot would be something along the lines of this
>Despite being superman for a year, Clark Kent arrives in metropolis for the first time with his new job as a reporter.
>Now random mooks and criminals are getting various temporary superpowers, the only evidence hinting that Lex Luthor is behind it was destroyed, and now superman has to investigate as Clark Kent while also stopping crime around the city.
Incognito missions where you play as Clark could be somewhat like the Telltale series where it's slower and story based, and Clark stealthily uses his powers to help aid him in his investigations, with choices that actually affect the outcome and relationships. of course, the open world missions have you fly around and punch bad guys. Maybe throw in some side stories or other iconic factions to be involves in the plot somehow.
