Nobody wants to mod the game because they simply do not enjoy the game.
The gunplay is pretty solid. Space combat is simple but I can see the potential. But then there's the terrible parts of the game. I think that these parts were done so badly that they were damning to the game's popularity.

while you can fly your ship in combat you cannot actually go places in it. If you want to travel to another planet/ station/ system you need to use a series of menus to do so.
>planetary exploration
randomly generated landscapes. Mostly flat lands. Some caves that feature a few repetitive tilesets. Even the creatures and plantlife on the planets are also from a list of randomly generated ayys. There's genuinely little that is impressive to see here. A lack of things that would make you go, "Wow!".
Supposedly there is a good number of paid mods available on betheda's online service thing but I'm not going to check.
