They won't. Back in FH4 days, one of devs mentioned that the dev team can't make the kind of game they want because they run thin on time, and because publishers have asinine demands.

It's Microsoft we are talking about, they only want to focus on lowest hanging fruit to appeal (((investors))) and squeeze out as much money as possible. The current PGG is full of activists and career obsessed nutjobs, not people who genuinely enjoy cars. On top of all that, Microsoft will push id politics no matter what and make the game into bloated mess that is basically vision of Californian redditor who never learned geography nor ever did any research. They'll simply reuse old assets, put wide ass roads again, maybe fix tiny bits that were supposed to be fixed many years back, and then find out how to push in id politics and maybe even nigger shit somehow, then voila, new game that will sell like hotcakes. FH5 is perfect example of this. Entire game is ass and not even worth pirating. Why do you think IGN and the like gave FH5 9s and 10s in their reviews, while the game is subpar at best?
