They might but that's entirely different than will.
Shelters also aren't housing, they're basically no better than a jail, sleeping in a giant open room full of bunk-beds.
Laws that force people to go to "shelters" are ironically an example of a law that makes being homeless illegal, despite you trying to make it sound like the opposite
You're also still homeless, people in shelters, motels, temporarily staying with family/friends, living in a vehicle, are all homeless.
Anti-homeless laws are comprised of countless laws that add up to, at least street/forest homelessness, effectively being illegal
Whether that be no sleeping in public, no sleeping in your car, loitering laws, not being allowed to build your own shelter, not being allowed to light fires, not being allowed to hunt or grow your own food but also stealing food being illegal, etc. etc. etc.
