Because it's not useful for end closers and late surgers at all. And outside of sprint and mile, it doesn't matter because the boost wears off before the point where the only part of the race that counts for anything even starts.
It's a good skill. But like all skills, the length of the race and the running style of the uma determine if you should even be using it or not. 9/10 times, you're better off running a homestretch haste or something that guarantees late-race performance.
