Not all, just the ones who change the meaning of the intended message of the origonal. Its fine that there are things that cant be translated 1:1 for languages, especially languages that dont even share an alphabet. What they should always strive for is to capture the meaning as close as possible whenever possible. The further away a localization gets from this, the worse is it. Names and proper nouns should never be changed, they should be translated as is. Localizers should never EVER inject their own ideas, creative writing, etc etc. They are not writers, and they need to understand this.
