Because it's easier to explain Klee that she's like Albedo, (someone she knows and loves like a brother) who has a "mom" but no father, than it would be to conjure up a 100% fake man and tell her a 100% fake backstory only to inevitably have to drop the bombshell on her that this guy never existed in the first place. The latter is far more damaging to a child's psyche, especially if literally every adult figure she implicitly trusted was in on the deception.
