Lulua does time travel, multiverse travel, and invents an item to make sure her childhood friend gets cucked in every possible time line. Seems hard to give the title to anyone but her.

Astrid already did time travel like 10 years prior along with creating the first instance of a (confirmed) Homonculus and an age-controlling potion. I don't recall if she just saved Totori's mom from the brink of death or if she revived her dead body, but if it's the latter that's also impressive. We don't know much of what she's up to during Lulua, but it's hard for me to believe that anyone in the world of Arland is a better alchemist than Astrid.

just time travel is less impressive than Lulua's list of achievements. Astrid supposedly also has some ability to hear you talking shit about her wherever you are, which is pretty impressive too I guess. It would be a better comparison if Astrid actually showed up in Lulua but sadly people seemed to really not like her after the whole loli Rorona thing so she got left out.

Vayne was a wish granting being for a while who could probably do anything if he or someone around him wanted it enough. At the very least, he was capable of bringing back the dead by willing it. So the best alchemist is his creator.
