I'd say improve, but it won't help much in the long run if the game is sold for dirt cheap constantly anyway (see: left 4 dead 2).
Typically Steam forums for games that aren't free / cheap are much more civilized than ones like the aforementioned L4D2, as well as TF2.

Every game on Steam should have two forums. One for people who actually own the game and one for people who want to ask questions before they buy it

Could just create a sub-forum within the main one for this exact purpose but I doubt it would help since people seem fucking allergic to use anything but General Discussions regardless of the game.

It would stay about the same. You no longer have people lying about having played the game, but you also introduce validity olympics into the mix, which quickly becomes its own form of lying that sabotages discussions.

It would improve it in theory, but draconian moderation makes steam forums a complete non-starter for real discussion in the first place.
