Make a spell that gives you 100% magic resist for 1 second on self and put the boots on, the effect applies only once when you equip them. Cool item when for the latter part of the game when you've explored most of the map and requires a bit of thinking on the player's part on how to "cheat" the game (I'm pretty sure the devs wanted you to work around the debuff in that way).

If you're going to do that, why even bother?
Make a spell that gives you 100 INT for 1 second, craft int potions in that second, drink the potions and craft more potions. Make charisma potions and convince the town to give you all their ingredients for free, use them to make more potions, keep drinking until your brain is the size of the universe. Make speed potions, run faster than the collision detection and fall through walls. Make strength potions, hit enemies so hard you shatter your own weapon in one strike. Make endurance potions and equip full Daedric gear then get crushed to death by it when you lose track of the buff and it runs out mid combat.

Thematically it's a good item, one of the best since it's power at a cost and can be overcome with preparation and ingenuity. This is ideal.
Unfortunately they break combat by trivializing movement, so it's a bad item.

Because positive effects are still magic, and you're resisting magic?

If you put a resistor for electric current it doesn't matter if the current was meant to have a positive effect (powering your coffee machine) or a negative effect (powering a wood chipper into which your face is being shoved in). The machine stops working regardless.

Circuit breaker = flips when too much electric, not because it can tell whether the electric is powering a bad bad not good machine or a yes yes very good machine. Why would it be different with a circuit breaker that works with magic?

GFCI, look it up.
Basically it compares current flow in and out, and if current is leaking somewhere, ie shorting out and cooking you, it interrupts the circuit.
