2 is more fun, though I still don't like the clash mechanic.

I would live in China for a decade and just murder tens of thousands of them every day, freeing every dog from the meat factories I come across. Of course I could wipe out their entire country in a week, but I want them to be terrified. I want the Chinese to know utter despair to the point the Chinese currently jumping the US border just to escape will now be fleeing as mass refugees across the Russian/Korean/Indian borders. The DC universe is so departed from reality, anyone with a modicum of the power, senses and sense of justice of Superman would almost immediately go on a massive killing spree, targeting all of the horrific gangs, organizations, politicians and corporations doing terrible things to people around the world, because those parties have been allowed to get away with it forever. Their very existence and the severe corruption everywhere that allows them to exist would grate on his conscience so hard and so quickly that you wouldn't need a contrived scenario like a clown killing his wife to set him off.

Before he would even start, governments around the world would try to appeal to him so that he'll do what they ask of him, and as soon as he declines, they would immediately begin a massive smear campaign to vilify him in the public.
