He's an enemy who would likely kill you if not for circumstances that have forced you to work together, but through doing so you realize he is probably the most trustworthy and honorabu of any ally in the game whose only downside is owing his life and loyalty to the wrong people.
It's a kino trope.
He's also the only other character in the game who can actually sympathize with the shitty situation you find yourself and whose missions are intended to get you out of that situation, as opposed to every other character who just expects you to do dangerous shit for their own benefit.

All things considered, River actually grew on me more than I expected. He’s a family man who didn’t mind breaking rules to keep them safe. He’s also a fucking dork who tries hard to impress V with his cooking. Pretty solid bro all things considered. Hands is also another solid character who feels like the kind of boss who might actually go above and beyond to go to bat for you as long as doing it doesn’t jeopardize his operations.

There’s a sort of meta narrative that goes into it too. Like how if you follow up on Johnny’s quest you’ll get to gather up all his old stuff, from his car to his gun. You can end up dressing just like him. Is that V doing this, or is it Johnny? You can obviously not wear his stuff but from the perspective of a player who really liked Johnny, it can seem a little weird how you’re riding around in his pants, his Porsche, fighting his old enemy Arasaka. There is even a chance he'd let you go at the moment of betrayal to avoid a dishonorable situation, then hunt you to the ends of the earth afterwards. The difference is subtle, but I'd rather deal with Takemura than Reed.
