Its economy relies on the existence of the NCR. It needs tourists to gamble and trade as well as in House’s ending the whole point is that he starts selling power and water from the dam to the NCR.

Very, that is the whole point. The strongest economical player in the region is NCR, and they are in deep shit. The war with BoS was a massive drain on manpower and costly, not to mention BoS nuked their golden reserves, which was a linchpin of their economy, as they controlled much of the civilized world's golden mines.
Coupled with is the apparent massive inefficiency and rampant corruption caused by the unchecked power of a small group of powerful brahmin farmers who continue to lobby for legislative that harms the majority of the population but increases their prospects.
Plus, their population just keeps balooning out of control. With them being pretty much the only functional state in the area, people flock to their borders in massive numbers, causing an immigration crisis.
This is why NCR expands towards Mojave in the first place, they desperately need more territory, and resources, such as power and water, which they can't supply in sufficient numbers themselves.

As for the other factions: New Vegas only exists BECAUSE of NCR. Their sole economic model is to leech off the (now tenuous) surplus of wealth NCR still holds. Their only real export article is essentially, luxurious services and unique space where NCR citizens can unwind in ways that NCR itself frowns upon.
That is why New Vegas remained dormant for so long.There was no point in brining it online until NCR scouts found it and thus confirmed that there is now a society that can be exploited. Without NCR, New Vegas has no way to make money, unless they somehow manage to strike a deal with Legion, which is unlikely given the disparity of their moral codes.

Finally, Legion is an inherently unstable organization. They can only survive for as long as they can conquer and plunder. They have no long term economic plan, not for now at least. It's a golden horde, basically. They talk of efficient trade, but that is largely a cope.

The US federal gold reserve still exists, it's just that dollar isn't pinned it anymore, like all modern currencies - it's fiat, meaning it's not backed by any individual commodity, but rather by a very complicated (and one may argue, questionable) calculation based on mixture of supply, demand, and arbitrary government regulation. Meaning that while the gold asset exists, even if it was gone, it would have very little impact on the value of dollar. The federal reserve is just a backup asset to be used in case the admittedly fragile fiat system hits a snatch.

However, NCR's currency was actually pinned to their gold reserve. As in, each bill quite literally represents an actual portion of the golden reserve of NCR, to a point where you can legally go and demand that your bill is to be exchanged for the gold in the reserve, should you deserve. In a gold-backed currency, each bill is essentially a deed to a portion of that gold pile.
Meaning that when the gold pile was turned to slag, the currency quite literally collapsed.
And it's kinda hard to keep the fact that your national gold reserve was nuked from the populace, because again, in a commodity-backed currency, the public actually does keep a constant eye on the state of the reserve. Unlike in the case of dollar, where nobody has the need to check up on what is going on in fort Knox, since again: while it's an asset of massive wealth, it's not in any way integral to keeping the currency functional.
Hence the dumb conspirational theories that "the american golden reserve was stolen" that belongs to the list of dumb american conspiracy theories, next to "Finland does not exist", despite the fact that we have documentaries and movie crews and even famous influences being allowed into the reserve regularly, confirming that "yeah, that giant pile of gold is still there."
