It’s a continuation of the themes of humanity and heroism following from UBW. In UBW Shirou behaves in an irrational, almost alien way, taking the doomed path of the hero. In HF, he is more realistic, more “human” deciding he should only really care about those who are actually around him.

I’m doing it a disservice but it’s acruslly something the VN does well. It’s poignant commentary on how the inhuman and extraordinary behavior of “heroes” are what is remembered and ultimately “human” despite seeming contradictory. It’s a theme Nasu reuses multiple times, hell it even shows up in fgo with the dinosaur civilization.

Whereas the “human” choice and behavior of HF ends with him as literal an inhuman puppet.
