Yes, I expect decent world building to carry it and mods to carry gameplay. TES is a far better setting than Fallout by default and TES6 doesn't have the exoectations of being a good RPG like Fallout 4 had with New Vegas and 1/2.

Bethesda is 100% carried bybthe TES and Fallout IP. The IP is unironically good enough to carry their games if they put in the bare minimum.
